Real quick description of rank & experience in Halo 3:
Your rank is used to represent your skill level compared to all other Halo 3 players.
If you’ve got a high rank, you’re good. Low rank, you suck it.
The “Service Record” (like Sergeant) is upgraded when you reach certain ranks. To reach General, you’ve got to get a rank of 50. You follow?
Bungie.net says this:
Where “Rank” is the descriptor related to your skill, EXP is essentially a visually description of how much you’ve played. Depending on your finish in a game, you’ll earn an EXP point. Quitting, disconnecting, leaving a game are all cause for losing EXP…

I find it pathetic that if you suddenly have a power out or your internet goes down you loose EXP?!
That’s the point though, you could just pull the cable out of the 360 if you wanted to quit, just to avoid the penalty. But your connection shouldn’t drop out often anyway!
